Pre-qualification of Tenderers for
Green Roofs and Landscaping Works for SCL
Contract No.: 11236
Expressions of Interest are hereby invited from suitably qualified construction contractors wishing to tender for Contract No. 11236.
The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. The Shatin to Central Link (SCL) will provide a strategic rail corridor from Shatin to Central, which comprises two sections (i) Tai Wai to Hung Hom Section which is an extension of Ma On Shan Line via East Kowloon to connect West Rail Line (WRL) at Hung Hom; and (ii) Cross Harbour Section which is an extension of the East Rail Line (EAL) at Hung Hom across the harbour to Admiralty. The construction of the SCL commenced in 2012 with target commissioning dates for the Tai Wai to Hung Hom Section and the Hung Hom to Admiralty Section in 2019 and 2021 respectively.
This invitation includes works for Contract No. 11236 – Green Roof and Landscaping Works for SCL.

1. Contract Arrangement
Contract No. 11236 will adopt a lump sum contract approach based on the Engineer’s design adopting the Conditions of Contract for Civil Engineering and Building Works Construction in relation to SCL Entrustment Agreement. Tenderers will be required to submit a Fixed Price Tender.
2. Background Information and Scope of the Works
The Green Roof System and landscaping works will be supplied and installed to SCL East West Line (EWL) and North South Line (NSL), the works sites are listed as below:
(a) Shatin to Central Link (EWL) – Hung Hom Station and Stabling Sidings, Ma Tau Wai Station, To Kwa Wan Station, Kai Tak Station, Diamond Hill Station, Hin Keng Station, Ma Chai Hang Ventilation Building, and Fung Tak Emergency Access Point/ Emergency Egress Point Building;
(b) Shatin to Central Link (NSL) – Exhibition Station, South Ventilation Building and North Ventilation Building.
The scope of Works includes the provision of all labour, materials, plant, tools, implements, design data, manufacture, delivery and installation of the landscaping works which comprises:
(i) Provision of a proprietary green roof system to effectively sustain vegetation growth in long run with minimal irrigation. No automatic irrigation system is required. Such green roof system shall be located on roof areas and planters having soil depths ranging from 150mm to 1000mm approx. and to complete with a variety of landscape softworks (plants);
(ii) All accessories for Green Roofs and Landscaping Works for proper interface with as-constructed building works or service installations provided by Interfacing Contractors;
(iii) Provision of maintenance walkway on the completed green roofs as specified;
(iv) Provision of planting labelling, water gauges and drainage inspection hatches as specified; and
(v) Post-planting protection and operations during the Establishment Period.
3. Requirements on the Contractor
The Contractor will be required to develop further details to complete the design in compliance with the Specification and submit the shop drawings, additional technical data, detailed design proposals for the Engineer’s Approval prior to the execution of the Works. In addition, the Contractor is required to provide General and Special Attendance as described in the Specification in the Contract and assistance on-site to the Interfacing Contractors including Civil Contractors and Building Services Contractors.

Suitable applicants will be provided with a brochure entitled “Shatin to Central Link Preliminary Information Brochure for Prospective Contractors” together with a Pre-qualification Questionnaire for Contract 11236. The completed Pre-qualification Questionnaire, together with related documents and materials shall be submitted no later than 2:00 pm on 19 October 2015 (Hong Kong Time) to the address shown in Section 11.1 of the Preliminary Information Brochure. In addition, audited company accounts for the past 3 years shall be provided under separated envelope and, if a joint venture is proposed, accounts for each of the joint venture partners must be attached.
The information provided by applicants in response to the Pre-qualification Questionnaire will be used to assess the suitability of the Contractors or Joint Ventures to tender for and carry out the Works.
