Expressions of Interest are hereby invited from suitably qualified contractors wishing to tender for Contract 11245.

 

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. The Shatin to Central Link (SCL) will provide a strategic rail corridor from Shatin to Admiralty, which comprises two sections (i) Tuen Ma Line (TML): Tai Wai to Hung Hom Section which is an extension of Ma On Shan Line via East Kowloon to connect West Rail Line (WRL) at Hung Hom; and (ii) North South Line (NSL): Cross Harbour Section which is an extension of the East Rail Line (EAL) at Hung Hom across the harbour to Admiralty.  Construction of the SCL (TML) commenced in 2012 for completion in 2021.

 

This invitation includes works for reconstruction of Shatin Pass Road (near eastbound lane of Lung Cheung Road) to enable the future operation of the Fung Tak Public Transport Terminus (PTT) in Wong Tai Sin District which facilitates the commissioning of the SCL (TML).

1.       Contract Arrangements

 

Contract will be tendered and awarded as a lump sum contract, using the Corporation’s Conditions of Contract for Civil Engineering and Building Works Construction in relation to the SCL Entrustment Agreement.  Tenderers will be required to submit a Fixed Price Tender.

 

 

2.       Background Information and Scope of Works

 

The scope of works of the Contract includes:

 

(a)   Construction of the remaining Ground Level entrance of the Fung Tak PTT at Shatin Pass Road, modification of approx. 60m long dual two-lane Shatin Pass Road (north of the PTT entrance), and construction of the containment kerb alongside the southbound lane of Shatin Pass Road to suit the revised road profile;

 

(b)   Modification of approx. 70m long Shatin Pass Road cul-de-sac (south of the PTT entrance) to suit the revised road profile;

 

(c)   Implementation of multiple stages of temporary traffic management schemes and coordination with various local stakeholders during construction;

 

(d)  Construction of retaining structures, drainage, E&M installations, street furniture, road marking and landscaping works;

 

(e)    Provision of temporary support and protection to the existing utilities in the areas which will be affected by the construction works; and

 

(f)   Taking up, maintaining and making all necessary arrangement for commissioning of the Fung Tak PTT, including relocation of the existing Green Minibus Stops from the Shatin Pass Road cul-de-sac to the Fung Tak PTT.

 

 

3.       Coordination Works

 

The existing Green Minibus Stops located at the cul-de-sac of Shatin Pass Road (near eastbound lane of Lung Cheung Road) will be maintained in full operation during the construction works.  The Contractor shall maintain close liaison with the Green Minibus operators, Transport Department and Highways Department at all times in carrying out the works.

 

 

4.       Requirements on the Contractor

 

The contractor shall be included in the List of Approved Contractors for Public Works maintained by the Development Bureau of the HKSAR in Group B or C under the category of Roads and Drainage in the confirmed status.

Suitable applicants will be provided with a brochure entitled Shatin to Central Link – Preliminary Information Brochure for Prospective Contractors for Contract 11245” together with a Pre-qualification Questionnaire for the Contract applied for.  The completed Pre-qualification Questionnaire, together with related documents and materials shall be submitted no later than 2:00 pm on 30 September 2020 (Hong Kong Time) to the address shown in Section 10.1 of the Preliminary Information Brochure.  In addition, audited company accounts for the past 3 years shall be provided under separated envelope and, if a joint venture is proposed, accounts for each of the joint venture partners must be attached.

 

The information provided by applicants in response to the Pre-qualification Questionnaire will be used to assess the suitability of the Contractor or Joint Ventures to tender for and carry out the Works.
