Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities.  The Shatin to Central Link (SCL) comprises two phases, the first phase Tai Wai to Hung Hom section (i.e. Tuen Ma Line) was in full operation in Q2 2021 and the second phase Hung Hom to Admiralty section was in full operation in Q2 2022.

 

Sung Wong Toi Station (SUW) is located in the existing Kai Tak Development Area near the junction of Sung Wong Toi Road and Olympic Avenue and bisects the future Sung Wong Toi Park.  In order to provide a direct dedicated connectivity from south-eastern end of existing SUW concourse to Pak Tai Street, a Pedestrian Link (P-Link) comprising a new underground lobby and a long span footbridge to be provided for the railway passengers and pedestrians to cross Sung Wong Toi Road and Olympic Avenue.

Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out the P-Link construction (the Works) by using the New Engineering Contract (4) – Engineering and Construction Contract (NEC4 ECC), BIM technology and digitalization construction management tools.  The Contractor shall comply with the Client’s design to construct the Works in compliance with the design standards and specification requirements for Government and utility works, in particular with the requirements of Mass Transit Railway Corporation (MTRCL), Transportation Department (TD), Highways Department (HyD) and its key maintenance agents, namely Architectural Services Department (ArchSD), MTRCL Hong Kong Transport Service Unit, Leisure and Cultural Services Department (LCSD), and Electrical and Mechanical Services Department (EMSD).

 

2.  Scope of Services

The Works under Contract 11286 comprise of the Permanent Works and the necessary Temporary Works for the construction of the P-Link.  A brief description of the Scope of Works, encompass civil, structural, ABWF, building services and E&M works, is provided below:-

 

Major Permanent and Modification Works:

 

a) Rock socketed pile foundation

b) Bored pile foundation

c) Demolition of existing concrete footing at Pak Tai Street

d) Structure of P-Link

e) Structure of entrance at Pak Tai Street

f) Underground lobby for connection to the existing SUW

g) Lift towers at both ends of the P-Link

h) Breakthrough to SUW

i) Reinstatement works at Pak Tai Street

j) ABWF works for the structures

k) E&M services for the P-Link and necessary diversion of E&M services to existing SUW, include building services and systemwide work (i.e. MCS and Comms)

l) Utility diversion works

m) Additions & Alternations Works of existing SUW station

n) Road furniture relocation

o) Public street lights relocation works

 

Major Temporary Works:

 

a) Excavation Lateral Support works

b) Temporary Traffic Management Scheme (TTMS)

c) Maintenance and removal of the existing FP2 and the level crossing in Sung Wong Toi Road

d) Temporary tower for bridge construction

e) Installation of pipe piles cofferdam

f) Installation of sheet piles cofferdam

g) Extraction of existing sheet piles

4.  Expressions of Interest

Contract 11286 will adopt the New Engineering Contract (4) – Engineering and Construction Contract (NEC4 ECC) Option A – Priced contract with activity schedule.  In keeping with the Corporation’s partnering approach, preference will be given to contractor who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome.

 

To be considered for prequalification, interested parties should meet the following requirements:

(a) List of Approved Contractor for Public Works under Group C of Category “Roads and Drainage” under Development Bureau;

(b) List of Registered General Building Contractor (RGBC) of Buildings Department; and

(c) List of Registered Specialist Contractor (RSC) for foundation works of Buildings Department.

 

Interested parties who are having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 7 October 2022, Friday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable applicants will be provided with a brochure entitled “Shatin to Central Link (SCL) - Contract 11286 - Pedestrian Link Connecting Pak Tai Street and Sung Wong Toi Station - Preliminary Information Brochure and Prequalification Questionnaire for Prospective Contractors” which is to be completed together with all the required submissions and returned no later than 2:00pm on 14 October 2022, Friday  (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System.

 

All invitations and submissions for prequalification shall be carried out through the E-Tendering System at http://www.hkextender.com.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants  shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
