Pre-qualification of Tenderers for Supply of Signs and Advertising Panels (SCL Phase 2)

Expressions of Interest are hereby invited from suitably qualified suppliers wishing to tender for Contract 1131B.

　

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. The Shatin to Central Link (SCL) will provide a strategic rail corridor from Shatin to Central, which comprises two sections (i) East West Line (EWL): Tai Wai to Hung Hom Section which is an extension of Ma On Shan Line via East Kowloon to connect West Rail Line (WRL) at Hung Hom; and (ii) North South Line (NSL): Cross Harbour Section which is an extension of the East Rail Line (EAL) at Hung Hom across the harbour to Admiralty.  Construction of the SCL (NSL) commenced in 2014 for completion in 2020.

　

This invitation includes works for Contract No. 1131B - Supply of Signs and Advertising Panels for SCL Phase 2.

1.       Contract Arrangements

　

Contract will be tendered and awarded as a lump sum contract, using the Corporation’s Conditions of Contract for Supply Contracts in relation to the SCL Entrustment Agreement. Tenderers will be required to submit a Fixed Price Tender.

　

　

2.       Background Information and Scope of Works

　

It is estimated that a total of 306 no. of system signs, 187 no. of advertising panels, 24 no. of pedestrian directional signs and 39 no. flood board signs are required for SCL (NSL).

The scope of works comprises the detailed design, manufacture and supply of signs and advertising panels for SCL Phase 2, in accordance with the delivery programme approved by the Corporation to suit the construction programme of SCL (NSL).

　　

3.       Requirements on the Supplier

　

The supplier will be required to provide sufficient storage capacity for the signs and advertising panels at the collection points to be agreed with the Corporation.

　

The supplier will be required to liaise with the relevant main contractors for the construction of SCL (NSL) and agree with them the collection point locations for the delivery of the signs and advertising panels.  In addition, the supplier will be required to provide attendance and assistance on-site to the main contractors for the required interface and integrated testing of the electrical components associated with the installation of the signs and advertising panels.

Suitable applicants will be provided with a brochure entitled “Shatin to Central Link Preliminary Information Brochure for Prospective Suppliers” together with a Pre-qualification Questionnaire for Contract 1131B.  The completed Pre-qualification Questionnaire, together with related documents and materials shall be submitted no later than 2:00 pm on 26 October 2018 (Hong Kong Time) to the address shown in Section 10.1 of the Preliminary Information Brochure.  In addition, audited company accounts for the past 3 years shall be provided under separated envelope and, if a joint venture is proposed, accounts for each of the joint venture partners must be attached.

 

The information provided by applicants in response to the Pre-qualification Questionnaire will be used to assess the suitability of the Contractor or Joint Ventures to tender for and carry out the Works.
