Expressions of Interest are hereby invited from experienced design consultants for the disciplines of Civil and Structural Engineering, Architectural, Building Services and Quantity Surveying, together with specialist input as appropriate from the environmental, system assurance, traffic, fire engineering and landscaping disciplines, for the detailed design of the re-provisioning of Ma Chai Hang Recreation Ground adopting the Building Information Modelling (BIM) technology for Consultancy Agreement C11081.

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. The Shatin to Central Link (SCL) is a strategic railway line that stretches from Tai Wai to Admiralty, connecting several existing railway lines and passing through multiple districts in Hong Kong. It will serve areas in East Kowloon that currently do not have any MTR service, such as Kowloon City, To Kwa Wan and Ma Tau Wai; and strengthen the linkage between the New Territories and Hong Kong Island.

Expressions of Interest are invited from suitably qualified consultants who have the necessary experience, capability and resources to carry out the detailed design services using the BIM technology for the re-provisioning of Ma Chai Hang Recreation Ground. The design consultants shall develop and complete the design for the Works in compliance with the design standards and specification requirements for Government and utility works, in particular, the requirements of Architectural Services Department (ArchSD) and Leisure and Cultural Services Department (LCSD).

The scope of Services under Consultancy Agreement C11081 consists of:

(a) Detailed design of the new facilities including a 3-storey indoor sports centre and elevated tennis courts, etc. and associated statutory submissions;

(b) Demolition / modification of existing buildings / structures and tree felling proposal, etc.;

(d) Liaison with SCL Contracts 1103 & 11241, stakeholders including LCSD, WTSDC and all relevant parties and departments to complete the design to suit the site constraints during different construction stages; and

(e) Adoption of full BIM throughout the detailed design process.

The scope of services shall also include production of tender documents for procurement of the works contract, providing support service during tender and review of contractor’s submissions after contract award.

The consultancy services are expected to commence in the fourth quarter of 2019 and last until the third quarter of 2023. The Consultant is also expected to assign a Design Liaison Representative (DLR) on site during the period of the works contract as an Option and the Works is expected to be completed by the third quarter of 2023.

In keeping with the Corporation’s partnering approach, preference will be given to consultants who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome. Consultancy Agreement C11081 will adopt the New Engineering Contract (4) - Professional Services Contract (NEC4 PSC) form and Early Consultant Involvement during the tendering process.
