Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organisation Agreement on Government Procurement.

 

1.  Background Information 

1.1 The Siu Ho Wan Depot (SHD) development is located at the existing SHD which provides maintenance services, daily operational support and stabling facilities to the Tung Chung Line, Airport Express Line and Disneyland Resort Line.

 

1.2 The SHD development comprises the development of private residential buildings and public housing, related facilities and a new railway station, Oyster Bay Station, on the Tung Chung Line.  SHD shall remain in continuous operation throughout the development phase.

 

1.3 The works to be undertaken by the Corporation include construction of a podium deck, property enabling works and associated building services works as needed to facilitate the property development.

 

1.4 Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out major and complex track and overhead line works, which will involve deployment of some of the following construction techniques:

 

i) Supply of rails, turnouts and the associated components;

 

ii) Installation of trackwork and overhead line system to fine tolerances;

 

iii) Installation of trackwork and overhead line in collection with the operating railway system;

 

iv) Design and installation of different trackforms including ballasted and non-ballasted tracks;

 

v) Design, procurement and installation of the various types of 1500V d.c. overhead line systems including Overhead Rigid Conductor Rail system (ORCR), Overhead Catenary System (OCS) and the transition between ORCR and OCS;

 

vi) Supply, delivery and support the operation of Works Trains for the trackwork and overhead line installation.

 

vii) Installation of track drainage for non-ballasted tracks and ancillary works.

 

 

2.  Scope of Works

2.1 Contract 1720 will be tendered and awarded as Design and Build contract, using NEC4 Engineering and Construction Contract June 2017 (with amendments October 2020) – Option C: Target contract with activity schedule.  In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and foster a collaborative working approach and shared commitment and innovative ideas with advance technologies in achieving a successful project outcome.

 

2.2 The major elements of works comprise the design, manufacture, supply, delivery, installation, testing, commissioning and integrated tests for trackwork, overhead line system, track drainage and ancillary works including:

 

i) approximately 1200m of mainline continuously welded single ballasted track, 6000m of depot ballasted track, 650m of heavy cleaning non-ballasted Baseplate on Concrete Tie (BCT) track, 1200m of running maintenance non-ballasted pit track, 300m of non-ballasted paved/embedded track, nineteen (19) numbers of 1:7 ballasted turnouts, and one (1) number rail movement joint, all constructed using 60E1 Rail section;

 

ii) design of the 1500V d.c. overhead line system;

 

iii) procurement and installation of 1500V d.c. overhead rigid conductor rail system in depot section and the overhead catenary system in at grade section at mainline and depot, including testing and commissioning.

 

2.3 Some of the work sites are located in the existing MTR operating area. Exclusive access within the work sites will not be granted to the Contractor.  The Contractor shall coordinate and share access with the Corporation's Designated and Interfacing Contractors and shall maintain close liaison with the Railway Operator at all times in carrying out the Works.

4.  Expressions of Interest

4.1 To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest no later than 2:00 p.m. on 24 August 2023 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System.  Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

5.1 Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

 

5.2 All invitations and submissions for prequalification shall be carried out through the E-Tendering System at http://www.hkextender.com.

6.  Other Matters

6.1 As part of the required information, each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

6.2 Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

6.3 Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
