Pre-qualification for Detailed Design Services for Siu Ho Wan Depot Property Development - SHD Phase 1 and SHO

 

Expressions of Interest are invited from combined multi-disciplinary professional consultants

 

 

1.1  As set out in the 2016 Policy Address and to accord with Government’s initiative to explore the development potential of Siu Ho Wan Depot (SHD) in Lantau, The MTR Corporation Limited (the Employer) has completed the feasibility study and the Preliminary Design for the proposed SHD Property Development (including the proposed Siu Ho Wan Station (SHO)). Chief Executive has further mentioned the SHD Property Development in 2020 Policy Address on 25 November 2020.

 

1.2  The existing SHD supports the running of Tung Chung Line (TCL), Airport Express Line (AEL) and Disneyland Resort Line (DRL), which share the same depot facilities for stabling, essential maintenance and daily operations. The existing SHD shall provide continuous maintenance services, daily operational support and stabling facilities to the TCL, AEL and DRL during the construction of the proposed SHD Property Development and SHO.

 

1.3   It is anticipated that the detailed design will be led by a civil and structural engineering consultant.

 

 

The scope of detailed design for Siu Ho Wan Depot Property Development – SHD Phase 1 and SHO will include:

 

      (a) Detailed Design for SHO 

      (b) Detailed Design for SHD Phase 1

      (c) Scheme Design for SHD Phase 2-4

      (d) Master Utilities Plan for whole of SHD

      (e) Detailed BS Design for SHO and SHD Phase 1

      (f) Properties Enabling works

      (g) Noise canopy design along the southern edge of SHD

      (h) Carriageway design from Tai Ho Interchange to SHD & SHO

      (i) All Statutory Submissions including but not limited to preparation, submission and obtaining approval
           of STIC/SSCC/TSSC for SHO

      (j) Provide Service for tendering, during works and post works contract

      (k) Provide AP, RSE and RGE services

      (l) Preparation of construction programme and cost estimates

      (m) Provide support to community consultations

In order to be considered for pre-qualification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 14:00 (HKT) on 15 January 2021 via the MTR Corporation Limited’s E-Tendering System. Late applications will not be considered.

Upon expression of interest, the Consultant will receive invitation of pre-qualification via the E-Tendering System. The Consultants shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than the time specified in the pre-qualification invitation letter.

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for prequalification submission.  When an Applicant is a joint venture then each partner shall submit separate accounts. 

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited.  All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project. 

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.  Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.  Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
