Pre-qualification of Tenderers for
External Works in Harcourt Garden, Admiralty
Civil Works Contract – 914

 

Expressions of Interest are hereby invited from suitably qualified contractors wishing to tender for South Island Line (East) Civil Works Contract – 914

 

The MTR Corporation Limited is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. The South Island Line (East) [SIL(E)] will be a new medium capacity railway connecting Southern District to a new integrated Admiralty Station (ADM), where interchange with the existing Island Line and Tsuen Wan Line and the proposed new Shatin to Central Link (SCL) will be provided. The construction of the SIL(E) has commenced in Q2 2011 and is targeted to be opened by the end of 2016.

 

This invitation includes works for various external works and finishing works to be undertaken at Harcourt Garden, Admiralty under Contract 914 - External Works in Harcourt Garden, Admiralty, to be commenced in early 2017 after the  opening of SIL(E).

1.     Contract Arrangements

 

Tenders for Contract 914 will be invited and awarded as a lump sum contract, using the Corporation’s Conditions of Contract for Engineering Works (Minor).

 

The contract will be Engineer’s Design except for certain Architectural Builder’s Works and Finishes (ABWF). Tenderers will be required to submit a lump sum fixed price tender (i.e. without provision for price fluctuation adjustment).

 

 

2.      Background Information and Scope of Works

 

The major elements of works under Contract 914 comprise the followings:

 

(i)      Hard and soft landscaping works;

 

(ii)     Construction and fitting out LCSD structures and facilities;

 

(iii)    Demolition and disposal of the temporary site office, general site accommodation and other temporary site facilities;

 

(iv)    Construction of a RC superstructure and ABWF for an emergency entrance;;

 

(v)     Drainage and ABWF finishes to landscape deck structures; and

 

(vi)    Building Services and E&M works for the facilities.

 

 

3.   Specialist Works

 

The Works are located either above or in close proximity to existing structures and the impact of the Works on these structures will require careful monitoring and control.

 

 

4.   Requirements on the Contractors

 

Experience and expertise is required in civil engineering works and ABWF works, which depending on the Contract concerned, will involve deployment of some of the following construction techniques:

 

(i)     Construction of elevated structures in an urban environment;

 

(ii)    Diversion of permanent and temporary utilities or temporary re-provisioning/support for existing utilities

 

(iii)   Permanent diversion and re-arrangement of roads, as well as temporary traffic diversions in urban environment;

 

(iv)   Waterproofing work for external landscape area;

 

(v)    Coordination with adjacent contractors and with Government Departments;

 

(vi)   Demolition and removal of concrete/steel structures and associated E&M works;

 

(vii)  Tree protection and landscaping works;

Suitable applicants will be provided with a brochure entitled “Preliminary Information Brochure for Prospective Contractors for Contract 914” together with a Pre-qualification Questionnaire for the Construction Contract applied for, which is to be completed and deposited in the Tender Box located at the Level 2 Reception Counter in the MTR Headquarters Building not later than 2:00pm on 12 July 2016 (Hong Kong Time).

 

In addition, the past three years audited company accounts should also be attached and, if the applicant is a joint venture, then each of the partners of the joint venture must submit their respective accounts.

 

The information provided by applicants in response to the Pre-qualification Questionnaire will be used to assess the suitability of the Contractor or Joint Ventures to tender for and carry out the Works.
