Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement. 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is extending the Tuen Ma Line southward from its existing terminal at Tuen Mun Station to serve more communities in the region by providing commuters with our safe, reliable, efficient and environmentally friendly railway service.  With the completion of the new 2.4km-long extension, the Tuen Ma Line will terminate at the new station near Tuen Mun Ferry Pier via another new station in Area 16.  The existing Tuen Mun Swimming Pool at Area 16 will be demolished and re-provisioned at the Tuen Mun Golf Centre to facilitate the railway development.

 

Expressions of Interest are invited from suitably qualified contractors who are registered general building contractors (RGBC) under Buildings Ordinance (Cap. 123), have the necessary experience, capability and resources to carry out similar works.

 

2.  Scope of Works

2.1 1501, 1502 and 1503 will be tendered and awarded in the following types of contract and conditions of contracts:

In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome.

 

2.2 Contract 1501

The major elements of works comprise the design and construction of:

 

i) New station at Tuen Mun Area 16 (A16 Station) extending from Tuen Mun Station (TUM)

ii) Tuen Mun River Bridge (TRB) over Tuen Mun River

iii) Viaducts and connections from existing overrun viaduct at TUM to A16 Station and from A16 Station to Tuen Mun South Station (TMS) via TRB

iv) Feeder Station

v) Intermediate emergency access point (EAP) to viaduct

vi) Noise barriers (partial and full enclosure) on viaducts

vii) Widening of Tuen Yee Street and associated public transport facilities at Area 16

viii) Property Enabling Works (PEW)

ix) Modifications works to TUM

x) Demolition of existing Tuen Mun Swimming Pool (TMSP) after completion of the new swimming pool constructed by 1503 Contractor at the existing Tuen Mun Golf Centre

xi) Re-provisioning of the existing Wu Shan Recreation Playground (including Tuen Mun Road Safety Town), Hoi Wong Road Pet Garden and GREEN@TUEN MUN

xii) Temporary platforms with loading/unloading points, flood wall and construction access along and within Tuen Mun River to facilitate construction works

xiii) Building Services, including Fire Detection and Protection System, Lighting Systems, Small Power Services, Low Voltage Power Supply Systems, Earthing and Lightning Protection System, Water Supply and Drainage System, Environmental Control System, Security and Access Management, Station-Based Control System, and Conditioned Based Monitoring System

xiv) ABWF including common station components, such as signage, Info Corner, metal doors and ironmongery

2.3 Contract 1502

The major elements of works comprise the design and construction of:

 

i) New station at Tuen Mun South with footbridge connecting to adjacent buildings and a staircase entrance to Tuen Mun Promenade 

ii) Re-alignment of existing Wu King Road and associated public transport facilities

iii) Demolition of existing footbridges NF99 & NF99A

iv) Re-provisioning of Footbridge NF98 at Wu King Road

v) Re-provisioning of Tuen Mun Promenade and Tuen Mun Ferry Pier Public Toilet

vi) Re-provisioning of existing Wu King Road Garden

vii) Building Services, including Fire Detection and Protection System, Lighting Systems, Small Power Services, Low Voltage Power Supply Systems, Earthing and Lightning Protection System, Water Supply and Drainage System, Environmental Control System, Security and Access Management, Station-Based Control System, and Conditioned Based Monitoring System

viii) ABWF including common station components, such as signage, Info Corner, metal doors and ironmongery

2.4 Contract 1503

The major elements of works comprise the construction of:

 

i) New Tuen Mun Swimming Pool (TMSP) at existing Tuen Mun Golf Centre 

ii) Re-provisioning of Practice Green and associated facilities of Tuen Mun Recreation and Sports Centre, and landscape works

iii) Site formation and geotechnical works at slope

iv) At-grade roadworks to connect the new TMSP

v) Building Services, including Fire Detection and Protection System, Lighting Systems, Small Power Services, Low Voltage Power Supply Systems, Earthing and Lightning Protection System, Water Supply and Drainage System, Environmental Control System, Security and Access Management, Building Control System, Filtration System, and other E&M systems required to support the facilities operation

vi) ABWF including doors & ironmongery, windows and glazing, louvres, suspended ceilings, signage, external cladding, curtain wall and the like

4.  Expressions of Interest

5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.  Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.  Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
