Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement. 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities.  The Tung Chung Line Extension (TUE) at Lantau North  is a railway scheme to improve railway accessibility to Tung Chung West and Tung Chung East areas with extending the Tung Chung Line (TCL) overrun tunnels at existing Hong Kong Station to satisfy the required train services for the proposed developments at Lantau North and the airport expansion plans.

 

Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out the similar works.

 

2.  Scope of Works

2.1 Contracts 1201 and 1202 will be tendered and awarded as Design and Build Contract, using NEC4 Engineering and Construction Contract June 2017 (with amendments October 2020) – Option C: Target contract with activity schedule.  In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome.

 

2.2 Contract 1201

The major elements of works comprise the design and construction of:

 

i) New station at Tung Chung West (TCW) extending from Tung Chung Station (TUC)

ii) Running tunnels and connections from existing overrun tunnel at TUC to TCW and overrun tunnel to the south of TCW

iii) Intermediate EAP/EEP building and connection adits to the running tunnels

iv) EVA serving TCW (likely to be Road L31 to be entrusted by CEDD)

v) Removal of Shun Tung Road footbridge ramp (reinstatement works interface  with CEDD subsequent lifts re-provisioning)

vi) Provide and operate temporary barging facility at Tung Chung Area 52 (construction of waterfront promenade subject to entrustment agreement with CEDD)

vii) Remaining modification works to TUC

viii) Building Services including mechanical, electrical, fire, plumbing and drainage

ix) ABWF, including common station components, such as signage, Info Corner, metal doors and ironmongery

2.3 Contract 1202

The major elements of works comprise the design and construction of:

 

i) A new intermediate station at Tung Chung East (TCE) located within the reclaimed land formed under the Tung Chung New Town Extension (TCTNE) development by CEDD between Sunny Bay Station and Tung Chung Station, and associated entrances, ancillary and ventilation facilities

ii) Two footbridges with double sided retails connecting the TCE with the adjoining development at Area 113

iii) Site formation, retaining structures and noise barriers for diversion of existing running tracks and associated trackside services to the new TCE including dismantling of a section of existing TCL noise barriers

iv) Cable containment and other civil provisions to enable OI works and trackside cable diversions, including cable troughs, masts and portals for OHL, concrete plinths for trackside facilities and other enabling works for track diversions

v) Building Services including mechanical, electrical, fire, plumbing and drainage

vi) ABWF, including common station components, such as signage, Info Corner, metal doors and ironmongery

4.  Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 23 March 2022  (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
