Trackwork and Overhead Line
Contract No.: 1220

 

Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organisation Agreement on Government Procurement. 

 

1.  Background Information 

The Tung Chung Line Extension (TUE) at Lantau North is a railway scheme to improve railway accessibility to Tung Chung East & West areas. The Tung Chung Line (TCL) overrun tunnels at the existing Tung Chung Station will be extended to the new station Tung Chung West. Tung Chung East Station will be located on the operational line east of the existing Tung Chung Station. The new stations shall offer direct railway access to the Tung Chung New Town Extension (TCNTE) in support of its long-term, sustainable growth in population and employment opportunities.

 

Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out major and complex track and overhead line works, which will involve deployment of some of the following construction techniques:

(a) The Supply of rails, turnouts and the associated components;
 
(b) Design and Construction of ballasted and non-ballasted tracks;
 
(c) Installation of trackwork and overhead line system to fine tolerances;
 
(d) Proven experience on design and installation of Vibration Attenuating Trackforms including ballasted, non-ballasted and Floating Slab Track;
 
(e) Proven experience of the design, procurement and installation of the various types of 1500V d.c. overhead line systems including Overhead Rigid Conductor Rail system (ORCR) and Overhead Catenary System (OCS);
 
(f) Supply, delivery and support the operation of Works Trains for the trackwork and overhead line installation.
 
(g) Provide, maintain and operate necessary plant & equipment to support Track Related Installation Programme (TRIP) activities for Interfacing E&M Contracts in lifting and re-fueling;
 
(h) Installation of track drainage and ancillary works.

 

2.  Scope of Works

2.1 Contract 1220 will be tendered and awarded as Design and Build contract, using NEC4 Engineering and Construction Contract June 2017 (with amendments October 2020) – Option A: Priced contract with activity schedule.  In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and foster a collaborative working approach and a shared commitment and innovative ideas with advance technologies to achieving a successful project outcome.

 

2.2 The major elements of works comprise the design, manufacture, supply, delivery, installation, testing, commissioning and integrated tests for trackwork, overhead line system, track drainage and ancillary works including:

 

(a) approximately 4 km of mainline, continuously welded single track, four (4) numbers of 1:10.5 non ballasted turnouts and one (1) number of 1:2.8 non ballasted diamond, all constructed using 60E1 Rail section;
 
(b) design of the 1500V d.c. overhead line system;
 
(c) provision of 1500V d.c. overhead rigid conductor rail system in tunnel section plus the overhead catenary system in at grade section.

 

2.3 Some of the work sites are located in the existing MTR operating area. Exclusive access within the work sites will not be granted to the Contractor.  The Contractor shall coordinate and share access with the Corporation's Designated and Interfacing Contractors and shall maintain close liaison with the Railway Operator at all times in carrying out the Works.

4.  Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 pm 23 December 2022 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. 5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants  shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
