Contract No.: 8216

 

1.         Background Information

 

The Guangzhou-Shenzhen-Hong Kong Express Rail Link is a committed cross boundary transport infrastructure project, which will provide a high speed rail service between HK and Guangzhou, and a connection to the National High Speed Rail Network serving major Mainland cities.  This network, which will comprise some 16,000 km of railway, is now under construction in the Mainland.  The Hong Kong section of the Express Rail Link will use a dedicated corridor entirely in tunnel. The link is approximately 26 km long from West Kowloon to the Boundary and work is in progress.

 

The terminus of the Express Rail Link, is located immediately north of the proposed West Kowloon Culture District between the MTR Kowloon Station to the west and the Austin Station to the east. It comprises four levels below ground including a platform level, departure level, arrival level and concourse level, and a ground level and one above-ground circulation level, the levels in total covering about 380,000 m2 of area.

 

2.         Scope of Works

 

The civil tunnel contractors will complete their works and gradually vacate their respective sites from 1st Quarter 2016 onwards. Prior to completion of the whole Express Rail Link Project, there is a requirement for a continuation of the site facilities management services currently provided by the respective civil contractors for Shek Kong Stabling Sidings and various Ventilation/Plant buildings along the alignment of the Express Rail Link. Site management inside the tunnel is not included in this contract and will be provided by others.

 

It is necessary to maintain site facilities management for the following Ventilation/Plant buildings and related sites with various commencement dates from 1st Quarter 2016:

·         Shek Kong Stabling Sidings

·         Kwai Chung Ventilation Building

·         Nam Cheong Ventilation Building

·         Mai Po Ventilation Building

·         Ngau Tam Mei Ventilation Building

·         Tai Kong Po Plant Building

·         Pat Heung Ventilation Building

·         Shing Mun Ventilation Building and

·         Mong Kok West Ventilation Building.

 

The site facilities management services comprise mainly of security services and cleaning services with minor specialist tasks for waste water sampling & analysis services and sewage disposal services.

 

The security services are to be provided on a 24-hour basis and the cleaning services on a frequent regular basis whilst the waste water sampling & analysis and sewage disposal services are required once every few weeks or months.

4.         Expressions of Interest

 

In order to be considered for pre-qualification, interested parties having relevant resources, qualifications and experiences are requested to express their interest on or before 14:00 (HKT) on 9 Oct 2015 via the MTR Corporation Limited’s E-Tendering System. Late applications will not be considered.

5.         Deadline to Return Answers / Information

 

Upon expression of interest, the service providers will receive invitation of pre-qualification via the E-Tendering System within 2 weeks of 9 Oct 2015. The service providers shall then complete and submit all information and details as required in the invitation via the E-Tendering System no later than the time specified in the pre-qualification invitation letter.
