Depot Equipment for Shek Kong Stabling Sidings – Wheel and Axle Inspection Equipment for High Speed Trains

Contract No.: 860H

1. Background Information

The Guangzhou-Shenzhen-Hong Kong Express Rail Link is a committed cross boundary transport infrastructure project, which will provide a high speed rail service between HK and Guangzhou, and a connection to the National High-Speed Rail Network serving major Mainland cities. This network, which will comprise some 16,000 km of railway, is now under construction in the Mainland. The Hong Kong section of the Express Rail Link will use a dedicated corridor entirely in tunnel. The link is approximately 26 km long from West Kowloon to the Boundary and work has commenced.

The terminus of the Express Rail Link, is located immediately north of the proposed West Kowloon Culture District between the MTR Kowloon Station to the west and the Austin Station to the east. It comprises four levels below ground including a platform level, departure level, arrival level and concourse level, and a ground level and one above-ground circulation level, the levels in total covering about 380,000 m² of area.

2. Scope of Works

The Contractor shall be able to provide the wheel and axle inspection equipment which includes non-destructive testers for wheels, axles/hollow shaft (with sample axle) and wheel surface monitoring device for maintenance of the Express Rail Link High Speed Trains. The equipment shall also be capable of measuring, analyzing output and reporting to facilitate the maintenance.

The Works to be conducted under the Contract shall include the detailed design, procurement, manufacture, supply, delivery to site, storage, installation, testing, commissioning, interfacing with designated contractors, setting to work, performance demonstration, training, and rectification of defects and maintenance during the Defects Liability Period (DLP) for the wheel and axle inspection equipment.

4. Expressions of Interest

In order to be considered for pre-qualification, interested parties having relevant resources, qualifications and experiences are requested to express their interest on or before 14:00 (HKT) on 14 April 2016 via the MTR Corporation Limited’s E-Tendering System. Late applications will not be considered.

5. Deadline to Return Answers / Information

Upon expression of interest, the Contractors will receive invitation of pre-qualification via the E-Tendering System within 2 weeks of 7 April 2016. The Contractors shall complete and submit all information and details as required in the invitation via the E-Tendering System no later than the time specified in the pre-qualification invitation letter.
