This dedicated website is prepared in accordance with the requirements in the Environmental Permit (EP) (EP No. FEP-06/129/2002/H) and is intended to enable public access to project information including the minutes of meeting and the associated papers of the Environmental Committee, the finalised plans and submissions for the Sheung Shui to Lok Ma Chau Spur Line.
Environmental Committee
The Environmental Committee is an advisory committee with representatives from the Friends of the Earth (Hong Kong), the Hong Kong Bird Watching Society, WWF-Hong Kong, and The University of Hong Kong, to advise on and monitor the implementation of the proposed mitigation measures of the Project in accordance with the Habitat Creation and Management Plan (HCMP), and to ensure that there is no net loss in the ecological function of the habitats concerned..

Habitat Creation and Management Plan (HCMP)
HCMP set up detailed specifications for the habitats and ecological function to be provided at the LMC Ecological Enhancement Area (EEA), as well as, its long-term management and ecological monitoring and audit requirements on the habitats. As the EEA is a pioneering ecological compensation approach in Hong Kong, both in terms of its scale and nature, a Five-yearly Review of the approved HCMP is required to monitor and review the effectiveness of the ecological mitigation measures specified in the approved HCMP.
