Expressions of Interest are invited from suitably qualified Applicants for the works and services described below.
1. Background Information
MTR Corporation Limited (MTR) currently utilizes two vendor API management solutions as part of its enterprise integration and API management platform. One solution is specifically for public facing API and the other solution is specifically for internal API. As the Corporation continues to modernize its application landscape and adopt a more flexible technology strategy, there is a growing need for a single API management platform that can operate consistently across on-premises, public cloud and hybrid environments.
In support of MTR's enterprise architecture strategy, the Corporation is seeking to establish a next-generation API Gateway platform that provides greater deployment flexibility, minimizes vendor dependency, and supports future multi-cloud initiatives. The target platform shall provide enterprise-grade API management, security, governance, observability, and resilience capabilities while enabling seamless integration with existing and future business applications, digital services, data platforms, and partner ecosystems.
Through this pre-qualification exercise, MTR aims to identify qualified suppliers with proven experience in delivering and supporting large-scale API Gateway solutions for enterprise environments. Qualified suppliers will be invited to participate in subsequent procurement stages and demonstrate their capability to provide a robust, scalable, secure, and cloud-agnostic API management platform, with an optional migration service to migrate the existing API functions from the existing Microsoft APIM environment to the modernized platform.
Below is the existing API utilization at MTR:
Public Facing API:
Daily average: 24 million API calls per day
Daily maximum: 31 million API calls per day
Internal API:
Daily average: 200,000 API calls per day
Daily maximum: 700,000 API calls per day
The proposed API management platform shall be capable for:
a. API lifecycle management such as import, export and versioning
b. API traffic management such as rate limiting, throttling, routing, dynamic URL rewrite and backend endpoint routing
c. Access Control such as OAuth 2.0, OIDC, JWT validation and forwarding, static key, mTLS
d. Security management such as centralizing logging and forwarding for SIEM integration
e. Segregation of internal and public facing API gateway
f. API and platform observability, including monitoring, alerting and historical analytics
g. Dashboard and reporting on usage statistics
h. Deploy and manage API function via CI/CD pipeline and interactive user interface
i. Self-hosted API management control plane within MTR premises without dependency on vendor-hosted cloud services
2. Scope of Services
Implement and deploy API management solutions to the following environments:
a. Azure Cloud
b. Alibaba Cloud
c. On-premises Data Center
Optional: Migrate the existing API functions from existing API management solution to the proposed API management solution

5. Deadline to Return Answers / Information
Suitable Applicants shall download a Prequalification Questionnaire via below link. The Questionnaire shall be completed and returned with all required documents to email raysktam@mtr.com.hk and crystalcylam@mtr.com.hk or to the above address no later than 2:00 p.m. on 4 September 2026 (Hong Kong Time).

6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this Contract.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
