Expressions of Interest are invited from suitable qualified Applicants for the services described below. 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities. Tung Chung Line Extension (“the Project”) is a railway project to improve railway accessibility to Tung Chung East (TCE) and Tung Chung West (TCW) areas with two new stations which will offer direct railway access to the Tung Chung New Town Extension (TCNTE) in support of its long-term, sustainable growth in population and employment opportunities. The Project is an approximately 1.3km extension of the existing Tung Chung Line (TCL) with two new stations namely TCE Station and TCW Station.  The at-grade TCE Station will be located approximately 2km east of the existing Tung Chung Station (TUC) at the south of the future TCNTE (East) new reclamation area. The station is bounded by the future roads in the reclamation area and the existing TCL and Airport Express Line (AEL).  The underground TCW Station and aboveground station facilities will be located at the existing rural area – west of Yat Tung Estate. The area is mostly vested on private lands currently occupied by orchard and some temporary structures.  The Emergency Access Point (EAP)/ Emergency Egress Point (EEP) building will be located at an artificial slope near Shun Tung Road.

 

Expressions of Interest are invited from suitably qualified Consultants who have the necessary experience, capability and resources to provide service of the Environmental Term Consultancy (ETC) for the Project.

 

2.  Scope of Services

It is envisaged that the scope of the Consultancy Agreement No. C12004 will include the provision of ETC services during the pre-construction, construction and post-construction/initial operation of the Project to prepare and submit environmental deliverables as specified in the Environmental Impact Assessment (EIA) Report, Environmental Permit (EP) and Variation of Environmental Permits (VEPs) for the Project to ensure compliance with the EP and VEPs; and to provide support to the EIA Ordinance variation process of any design changes throughout the development of the Project.  The ETC would also be responsible to carry out necessary commissioning tests and monitoring before and after the opening of the Project respectively.

 

Since the submissions prepared by the ETC will be verified by the Independent Environmental Checker (IEC), it is the intention that the successful consultant for the ETC would not be considered in the tender for the IEC consultancy service that covers the same project scope.

 

Expressions of Interest are invited from suitably qualified environmental consultants that have previous experiences in the provision of environmental consultancy services, including EIAs, IEC and Environmental Monitoring & Audit (EM&A) works in Hong Kong.

 

In keeping with the Corporation’s partnering approach, preference will be given to consultants who can clearly demonstrate and encourage shared commitment.

4.  Programme

This Consultancy is expected to commence the Service in December 2022 and complete by 3rd quarter of 2030.  The duration of the Consultancy Agreement will be approximately 93 months. [transform as table above]

 

5.  Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 9 September 2022 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

6.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

7.  Other Matters

As part of the required information listed in the Information Brochure, each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission.  In the event that an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.  Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.  Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
